Evaluation of the Implementation of Minimum Service Standards Policy in the Radiology Unit of the Regional General Hospital (RSUD) Dr. Rasidin Padang

The importance of radiology services in hospitals as an integrated part of overall health services. The purpose of this study is to evaluate the implementation of the Minimum Service Standards Policy (SPM) radiology unit in Padang X Hospital. This study uses qualitative methods through in-depth interviews, Focus Group Discussion, document review, and observation. Data collection was done by in-depth interviews with eight informants, and Focus Group Discussion to six informants. The components studied are input (policy, resources), process (communication, disposition / attitude, bureaucratic structure), output (achievement of SPM indicators). The results showed that the policy is available, but resources are not yet complete. Communication is not going well. Disposition / attitude in this case is constrained by doctors who are not on standby. The bureaucratic structure goes according to procedure. Three radiology unit SPM indicator targets have not yet been reached, including waiting times for the results of the thorax photo service, X-ray failure events, and customer satisfaction. In conclusion, the implementation of the minimum service standard radiology unit at X Padang Hospital was not running optimally and the results had not yet reached the target.
