Evaluation of the Policy Implementation of the Minimum Service Standards of the Radiology Unit of the Regional General Hospital (RSUD) Dr. Rasidin Padang

The importance of radiology services in hospitals as an integrated part of overall health services. The purpose of this study was to evaluate the implementation of the Minimum Service Standard Policy (SPM) of the radiology unit at RSUD X Padang. This study uses qualitative methods through in-depth interviews, Focus Group Discussion, document review, and observation. Data collection is done by in-depth interviews with eight informants, and Focus Group Discussion to six informants. The components studied regarding input (policy, resources), process (communication, disposition / attitude, bureaucratic structure), output (achievement of SPM indicators). The results of the study show that policies are available, but the resources are not yet complete. Communication does not work well. Disposition / attitude in this case is constrained by doctors who are not standby. The bureaucratic structure goes according to the procedure. The achievement of three targets of the SPM radiology unit indicators, including the waiting time for the results of the photographic service, the incidence of X-ray photo failure, and customer satisfaction. In conclusion, the implementation of a minimum service standard policy for radiology units at X Padang Hospital did not run optimally and the results had not yet reached the target.
