Abstract : The existence of civil servants in the era of reform and implementation of regional autonomy has a very strategic position, good or bad governance, and public services, is dependent upon its competence. Increased competence of civil servants depend on how leadership styles in influencing the behavior of the people they lead to foster mutual understanding, awareness and wholeheartedness in the work, so that all of the organizational goals can be achieved effectively and efficiently. This study aims to determine the effect of leadership style, structural training and organizational commitment to competence. The samples are 57 alumni of Level IV in 2012 to 2013 training and training participants in the government environment of Pemalang. The methods of collecting data using questionnaires and the methods of analyzing data are using multiple linear regression. The results of multiple correlation coefficient between leadership style and competence is 0.711. it means that it is linked to leadership applied styles. The changes in leadership styles will affect increasing or decreasing in competence. The coefficient of structural training and competence is 0.708.

Methods of data collection using the questionnaire method and data analysis methods using multiple linear regression. Statistical test results obtained a correlation coefficient between leadership style and competence of 0.711. This means that competency is closely related to the applied leadership style. Changes in leadership style will affect the increase or decrease in competence. The correlation coefficient between structural training and competency is 0.708.
