Limited land in urban areas has caused low-income people to easily own houses. High land prices have become the most influential factor in housing prices, excluding costs for the construction of facilities and infrastructure. Salatiga as a small city in Central Java in providing housing for civil servants has collaborated with all stakeholders. This research aims to form a model of stakeholder collaboration in the provision of affordable housing for low income people in Salatiga. The research method used is qualitative, which explores data from informants involved in the construction of housing for civil servants and the analytical techniques used are stakeholder analysis and qualitative descriptive analysis. The results of the study formulated that stakeholder collaboration in providing housing for civil servants in Salatiga City consisted of three stakeholder groups, namely, key stakeholders, and supporting stakeholders. The main stakeholders are the Mayor as the party that recommends the release of government land assets to the community, the Salatiga City Representative Council as the party that provides surrender assets, and the housing development coordination team for PNS, namely KORPRI members who coordinate all housing development implementation activities. The main stakeholders are civil servants as potential homeowners. Supporting stakeholders are developers and local government institutions that provide construction programs in the construction of houses, facilities and infrastructure in Prajamulia and Prajamukti housing in Salatiga.
